Installing New Rocker Shaft Assembly

Sorry if this is a daft question, but I can't get my head around it. I am fitting a brand new rocker shaft complete assembly to my 1964 BJ8. I have set valve clearances many times, but the tappet adjusting screws have always been close to the correct position. Not sure how to do it from scratch as one valve is set when the corresponding one is fully open, according to the rule of 13.

How do I know when a valve is fully open as the adjusting screws are nowhere near the correct setting? If I drop all the screws down to touching the pushrod cups, would this be the correct starting point?

just screw them down lightly, then as you turn the engine slowly by hand you will see some valves start to open and some the tappet gap will increase, keep reducing the tappet gaps till you have all rockers going up and down, once all rockers can be seen to open and close valves, adjust in the normal way,
 
Thanks so much. That was my original plan, but I then started worrying about bending pushrods, definitely overthinking it.

you wont bend push rods, i the cam lobe is down then all you are doing is adjusting the tappet as you normally would,
If the lobe is up you have adjusted the tappet when the lobe is about to go down so no harm there either.
