Anyone else really struggle with this task? Not sure if my car is tweaked or what, but the mounts just did not want to go in and the passenger side one even when tightened isn't sitting flush with the mounting surface. She has a 1098 and is a 1960 Bugeye if that helps.
 
Unbolt the right (passenger) side mount from the chassis and then try to put whichever mount on. Works for either side.

Somewhere the procedure is outlined as Bill said, one mounted to engine, one loose on car lower and wiggle to get both then tighten, something like that. I remember it was a bit of a bother with my 1098 but not too bad and fit was fine when done.
 
So, I may have caused my own problem here.

I put a flat piece of wood under the oil pan, loosened the mount #16 below, and then jacked the engine up until I was able to remove #16 on both sides. A bit fiddly taking them off, but getting them back was a total pain.

Is the correct procedure to remove the metal mounts that #16 attaches to on the body, and when removing/installing have that plate attached to #16 and #16 to the engine?

Yes, I think so, the whole mount/bracket off the body and on the engine on one side and the opposite on the other. Something like that.
 
So, in my defense, the Haynes manual says "mounts" but I'm still a dope. So in case anyone is wondering, while it is in fact possible to do it the way I did it's not highly recommended. LOL.
