TR2/3/3A inner sill rust prevention

I'm replacing the inner sill in my TR3. I bought a sill from Moss and it came in ecoat. I want to treat the inside, but have no idea how to get in there and rough up the ecoat before shooting some paint down there. Anybody have any experience on how they did this?
 
Yes, I used a sponge on stick and put some red primmer by hand out of the can in there many years ago on an older tr3. I blasted what rust there was the best I could.
