In Virginia,Do You need a Permit to Trailer an Unregistered Car?

I'm going to be picking up a Fiesta for a lot of the parts
I'll need for my '80 Fiesta.I got to wondering if I'll need to
buy a permit,or if it's legal to just tow it on a trailer?
I Virginia,most cars not registered don't have license plates
on them.This one doesn't.
 
I have not lived in Virginia for many years, but my understanding is that as long as its on the trailer, and the trailer itself is properly registered/insured/etc thats all that matters. Having at least a bill of sale or title to the car on the trailer is a good idea so you can prove it isn't stolen, but when its on the trailer it is simply cargo.
