Could'nt you spend 17 million on a real tiger shark in a real aquarium build to your needs in your own mansion with enough leftover to feed and care for the thing for the rest of your life? Oh but I guess something real and natural and alive is not art.
 
I googled Damien Hirst images and didn't see any piece of artwork that I would have wanted to buy whatever the price was. I suppose if your intent were to elicit a reaction, this stuff would do it. Unfortunately, my reactions were all negative.
