That one has been in Michigan for a lot of years! I can remember most cars over eight or ten years old looked like that when I was a kid.
I once had a Morris Minor that was so rusty it broke in half right behind the doors. Actually, the car didn't break entirely in half,, the top just bent as the floorpans settled to the ground. A buddy had a A30 during the same period that broke in two at the cowl when he hit a curb. Great times.......... Luckly, we were broke all the time, the cars were mechanically as bad as the bodies and didn't go very fast.
 
I don't know. Some of that may not buff right out.

On the west coast, that thing would be considered a soil amendment. On the east coast its would be called a nice project, its a roller!
I wonder if the disc brakes are still on it.
