How to R&R the wire harness?

I have the wire harness removed (peparing to paint the body).

The braiding is pretty ragged and worn in the areas that were exposed in the engine compartment.

Short of purchasing a new harness, what methods/techniques can be used to spruce up the harness?

I don't have any comments on sprucing up, other than covering the bad spots with electrical tape.

I am not sure what a harness costs these days, but the trauma of removing a harness on 30 year old insulation would bother me. I would sure look into putting in a new one for this job.

One trick I use that you might find helpful in reinstalling your old or new harness: test it thoroughly with a small (less than 10 amp) battery charger before hooking up to the battery. This will prevent damage to the harness or instruments due to shorts or misconnected stuff. With a battery, you have only seconds to meltdown for shorts in those mostly unfused Sprite circuits!

you can make a very tidy job of re-wrapping the loom as long as you find some pvc tape which is non adhesive. Of course you will lose the original braiding effect, it depends if that is important to you. You will find it very slow and difficult to wrap a loom using standard insulating tape. The one thing you can get is brittle insulation on some wire ends where they have been exposed to heat. If possible cut back to good flexible insulation and remake the terminal. Obviously you will need to try and adjust the loom to have sufficient length to be able to connect to the original terminal.

I agree with Healey 100 on testing everything with a low capacity source. I have friend that put a brand new harness in his 3000 and had it melt down due to a loose wire. We got it fixed and by-passed the shorted (as in melted) wires but it lost that new harness look and feel.
