TR5/TR250 Horns

I installed 2 new horns. The old horns did not work. I can only get one horn to work at a time. when I have both horns hooked up, i just get a little funny tap noise...I have cleaned all the terminals, and made certain it was grounded.....need help...I have a 68 tr-250.thanks for any help...this is driving me nuts...
 
I don't know 250s - but I'm guessing there is a horn relay? If so, perhaps you have a spare relay you can test with (almost any old 30 or 40 amp relay should do.
