Hood Hinge Removal

Looks like I've got a broken hood hinge on my '65 Sprite. I can see evidence of previous welding, but the weld is broken.

How do you remove the hinge from the body/firewall? From the parts manual, I see that it is held by a single horizontal bolt, but I've been unable to access the head of the bolt.
 
It is not fun- it is up under the dash
Be sure to disconnect the battery before you try

Thanks, Bill. I guess that's better than removing a fender (my first guess).
