Barry,

Here is a good link on relays.
https://www.danielsternlighting.com/tech/relays/relays.html

I put a set on Bugsy and the difference in headlight brightness was unbelieveable. Parts Express here in Dayton, they are on the web. 2 Relays and Sockets, a little Heat Shrink and two fuse holders and 2 20 AMp fuses and good to go. Less than $20 for all parts and pieces. Soldering iron to make some good connections and a little time and I was all set. I mounted the relays on right side just underneath the spot where wiring for headlights and turn signals comes out of the main bundle. Parts Express even provide a simple slick sheet on Headlight Relay applications if you ask for it.

After new webbing for the bottom of the driver's seat one of my better upgrades to Bugsy.

Branson,
I had the same question..which I asked on their website BB..no answer.
This car had a wire wheel axle housing..which is slightly shorter..When they put the 13" rims on, they used an aluminum spacer.
I suspect that this shorter axle has something to do with it, but it could be simple back-spacing on the rims is perfect.
I have 13x5s with 175-70's..I did the "lip roll" trick and my combo still didn't fit. I don't know the backspacing of my wheels though..and I'm thinking my offset is a bit different and this is likely why mine dont fit and others are getting enough clearance with the lip roll.

Those 14" rims look pretty cool on there don't they?

yeah the 14's do look nice and there are alot more tire options in the 14" vs. the 13" I believe. I am running 175-70's on 13x5's also and I appear to have sufficient clearance but thats just with me trying to manipulate the axle and body since the car isnt running. The 175-70's fit a heck of alot better than the 205-60 R13's that the DPO had installed. just trying to get it onto the trailer with those tires on the rear was a chore. kinda sounded like a kid sticking a pop can in the spokes of his bike.
