I washed my car the other day. I just went out to the garage and saw a pluddle of water just before the rear wheel. So i looked underneath and I have water dripping out between the two panels.

Should there be drain holes along the bottom of the rocker panels???

We are holding water not a good thing.

I can't say for sure, but remember, these babies rust for a reason -- lots of little nooks and crannies where water can hide and cause mischief. Let her sit in the sun on a warm day, and hopefully it will evaporate without creating too many problems. You can also take her for a nice drive, and the water will probably work itself out of where its hiding.
