help adjusting autochoke/ weber

I have a 1979 midget with a weber water choke carb.
1. how should I adjust the auto choke? I am familiar with the method of loosening the screws on the housing and turning the housing with the bimetallic coil underneath. The question is do I set it cold
2. when starting the car cold, how should I hand the gas pedal? Push down all the way to set the choke?
