Can someone tell me where the heater rheostat is mounted? Is it to the left of the steering wheel?

John, that is a cool windscreen washer. I have a dash hole (covered) for that and I do have the wiper washer jets on the cowl. But no pump on the dash. I'm guessing those little pumps are nowhere to be had these days...

There are several variations and I'm not sure what the ST version was (My Herald has a wiper switch/manual washer pump combination) and many were dealer installed. At any rate, the things are available:

The pumps are available - but a period correct knob may be hard to source.

The TR4s (so far as I know) all had pumps, though the knobs matched other TR4 (and Spit) knobs and would not suit a TR3. The knob on my TR4 looks to have been made by a different manufacturer than the other knobs. Most of the knobs (and some other plastic bits) on the TR4 are actually clear plastic covered with a black coating that wears off. The washer knob is solid black - almost like a very hard rubber.

I had a foot operated pump on the floor of one of my TR3s. I think in many cases, it was up to the dealer.
