Would someone tell me the function of this chrome handle on each seat? I am always finding new old stuff on my 78B.

That would be the seat back reclining handle. Push it back, push back on the seat back and you will recline.

Bcliff is right. Just becareful, don't force it if it's stuck and they sometimes are. I've seen them shatter or split and the metal can do a job on your hand.
 
Thought that was probably it but I try not to force something unless I have a clue as to the function. My passenger seat is laid back farther than the driver's seat and doesn't want to come forward. Do I just pull or pull while operating the handle?
 
Those handles in the pic are on upside down!! The mounting screw should be uppermost with the paddle below. Since I read your post above about the headrests and know you are putting on new covers you can get to the seat recline mechanism when the seat is apart. It is really quirky as thew whole back of the seat is forced up off of a gear sector to allow movemrnt/adjustment. They are frequently rusted and thus result in the broken handles refered to above and believe what was said about them slicing your hand! It took me the better part of an hour to free up a pair even after sand blasting and repainting so no padding in the way. I used PB Blaster and white grease spray to finally get them operating.
With the lever on right side up you do push back to actuate the lifter mech. If you push back now the way they are mounted you may get a rude introduction to Mr. Suture and Mr. Needle in the emergrncy room.
 
Tom are you sure about the handle? I just looked in Clausager and in the Moss catalog and it looks like the paddle should be up as in this photo. I don't think I've ever seen them down, but you've been doing this longer than me!

Yes the handle should be up and you have to hold it all toward the back of the car as far as it will go to operate the recliner.

Mine were stuck when I bought my car. I pushed on them over and over again for a while (wearing heavy work gloves)...forcing them a bit...but not to the point of breaking.... and finally, while wearing heavy work gloves, I was able to force them back. Worked 'em back and forth a bunch to free them up, and they now work OK.
 
Yes they should be pointing up....I can't remember which one but one of our B's had the same problem...I just worked it back and forth a little and it freed up, I guess it wasn't to badly frozen.
