Fulcrum pin reassembly

When reassemling the fulcrum pin does the large cork ring or the small cork ring go towards the front of the car? Thanks for the help?
 
The large (24) goes towards the front and the small goes towords the rear (25). Notice the position of the steering arm (31) in the diagram for orientation.
