Fuel Pump - What's this?

Lately, I've been smelling gasoline in the garage after I fill the tank on the Sprite, definitely coming from the rear. I went through the fuel line from filler to the pump. I'm 99% sure it was a loose hose clamp on the filler tube, but while poking around the fuel pump, I came across a couple of things that I couldn't figure out. The BL Service Manual and other printed resources at home also seemed mute on the subject:

OK, I get that the line on the bottom goes to the carburetor and the line on top comes from the tank -- what is the rubber hose on the side? That appears to be some kind of vacuum hose. It is also not particularly well secured.

Then, I have this line -- possibly the other end? It's just hanging out doing nothing. Should this be attached to something?

Finally, a bit unrelated, as I'm getting ready for the winter overhaul, I've been mulling replacing the rear differential gasket. There's a lot of muck on the axle, but I can't tell if it is from a leak or just years and years of grime. I cleaned it up after this picture to see if I can spot any new leaking

Obviously, with replacing anything in the rear end, you have to pop the driveshaft out and replace the U-Joints. Since I am likely going to be pulling the motor within 12 to 24 months for a rebuild or replacement, I'm thinking that unless I have a major leak, I ought to wait until I pull the motor, since the driveshaft and U-Joints are going to have to come out anyway.

On the diff and axle, I'd bet years of grime. I figure as long as it's not excessive or there is a leak at the hub (into brakes), it's just part of that territory.

tell me there are jack stands just out of sight because a slight push on the car and your off that jack!
 
The small fuel pump hose is an air vent. They aren't always plumbed. When there is a tube present, the tube is typically vented to the inside of the passenger compartment where the air is supposed to be clean and dry.

This is not a fuel vent, it's on the air side of the pump diaphragm.
 
I believe the vent is routed to the trunk and terminates in a 'T' and short stubs. Can't provide photo as both digital camera and phone camera are toast. Does anyone make an inexpensive camera anymore? Guess no one needs them nowadays w/cell phones.
 
Don't worry -- jackstands are there and out of the picture frame. I had them at the spring attach point on the body. I could see how that picture on the bottom would look extremely scary.

Thanks -- the air hose does appear to route up into the trunk, but I couldn't find it on the other side. Still not sure what the open ended hose is by the fuel tank, though.
