TR2/3/3A Front wheel bearing adjustment

After refreshing my memory on wheel bearing adjustment by searching and reading some of the existing posts, I find I am left with a question I haven't found the answer for. Following the updated service manual bulletin, stating to hand tighten and then back off a half flat, I find that with the wheel remounted I would still have a bit of movement when grasping the wheel top and bottom and attempting to rock. If I go a half flat tighter then the rocking is eliminated. Am I correct that when adjusting cold that there should not be any rocking movement?
 
Depends a bit on how sensitive your hands are. There should be a tiny amount, but I can't feel it; only measure it with a dial indicator. The TR4 workshop manual describes sanding down the back of the nut to get the right clearance.

Interesting the the end float measurement is taken without the felt seal in place. I would assume then that once the seal is added no end float would be detectable....or at least no rock in the wheel once installed.
 
Also assembled dry for the adjustment then pack with grease if I am reading that right.
 
I can always “feel” the play when I aggressively rock the tire with all my weight. If 1/2 flat is enough to remove all play, then you are golden. Any tighter will be too tight.
