Was the original front muffler mount just bolted through the floorpan with no reinforcing plate?

The two bolt holes are shown in this pic at the top, left of centre

btw, not my car, just a pic I found while googling. I wish I was at that stage. Still haven't reattached my rear tub to the chassis yet so got quite a way to go till painting.

I agree that is correct. Some use what is called a "furniture bolt" which has a round very flat like a washer head. They can be bought at most any good hardware store. If you use a regular 7/16" bolt the head can be felt through the carpeting. Plus a furniture bolt can be welded or glued to the floor.
 
Also consider Elevator Bolts, which are available on Amazon - they have a head like a large flat washer about 1" in diameter. The top of the shank is square, like a Carriage Bolt, so they'll lock in the hole and resist turning.
