front bumper mount removal

hey all,

How do you remove the bumper mounts on the front of a '68? I glanced behind the front valence, and it looks like they are permanently fixed. I have seen people go bumperless though and put plugs in the holes. Do I need to cut these off?

There should be two bolts holding each bracket on with no welding. If there is more then it is not stock.
