Fresh Air Intake Drain

Can someone describe to me how the fresh air intake drain is supposed to work? I'd like an Idea before I start taking things apart.

I assume it's not SUPPOSED to drain into the passenger footwell?

The hose is probably clogged. Look at it from under the car. You should see a rubber hose with a bulb on the end. Try poking into the hose with a coat hanger. Be prepared for some nasty stuff to come out.

Mine is leaking on both sides under the dash. I was going to cut the bulb off, but someone advised against it and didn't explain why. It's really in an awkward place on the passenger side of the transmission. I then tried rodding from above with a coat hanger with no success. Figured I'd wait until winter to go at it from the bottom again.
