Frame Rust Treatment and Paint

The sawmill I just got supposedly is powder coated and has some areas of flaking and rust. Stripping the entire frame isn't an option. What would be the best course/treatment for rust and refinishing? I want something super tough and rust resistant that will be exposed to the elements 24/7. This is an expensive piece of equipment that I want to last. What is out there and bulletproof? Can I spot powder coat? I'm thinking about that or maybe POR15with bed liner over that. I need to do inside the frame too.
 
POR 15, hands down. That stuff is bulletproof! Get the newer mix that is not UV sensitive. the original stuff turns to chalk in about a month(But still stops rust). It comes in several colors now too.
 
You need to confirm that is a British saw before anyone here can assist you in determining the process to stop the rust. We are familiar with British rust, which is different than anywhere else in the world, except German rust is close.
 
Ben I know thwy say that but I have older PORthat didn't change in the sun. What about inside the frame?
