It is not always a good thing to have a crowd of untrained people around someone who is down. That said I hope some of the phones were being used to call 911. If someone is being attached, the rules are very different.

Doesn't excuse anything or anyone but, there is some interesting research about that - the larger the group, the less likely someone will call as everyone assumes someone else already did. I'm sure many will remember the story of Kitty Genovese in NY in the 60's. For years people assumed no one called the police because no one cared, it is much more likely that no one called because too many people heard her scream.
