Fender replacement

Hey folks, I'm back and need some help.

I have a somewhat modified '79 B and need to replace both front fenders. Here's my problem:

The dash is a '71, I think, and I need to remove the windshield assembly. How in the **** do I get to the bolts on either side. Do I really have to remove the dash? Please say NO. You won't...so any suggfestions on how to start.
 
On my 67 I can reach the bolts for the windshield. The dash on the newer cars covers more of the area. It is possible to remove the bolts with the dash in place. Just not easy. Try to reach them with a box end wrench.
