Wedge FASD wire question

When I tore down my engine from my recently acquired '80 TR7 to change the head gasket, before I removed the ZS carb setup, I noticed the black and tan wire that plugs into the bottom of the FASD was broken off, just the black smaller wire was attached. I have no idea if the car ran as it should before I got it as I've had a couple different stories from the two PO's. What signal and where does this wire send a signal to? I have re-attached it and I hope it is functionable.

As I understand it, the FASD wires supply voltage to a small heater element inside the FASD which helps atomize fuel until coolant is up to operating temperature, then shut off. There is no signal associated with this function.
