Eratic RPM's

I took the chance yesterday, and brought the TR7 to work for the first time this year. 70 km, all highway, ran fantastic crusing at 120 kph. When I got off the highway, onto the city streets and came to a stop, the RPM's would go up to around 1700, and sound like it was going to take off. I would quickly pull the choke out and push it back in immediatly, and the RPM's would go back to around 900 and idle there until the next stop.
I put the new Aluminum Carb mounts on last week, and cleaned the ZS's up real nice and sprayed all the linkage. I have used 20W50 in the dashpots since last spring and have been pleased.
What adjustment would need to be made, or what might be sticking? Except for this, the car is running beautifuly.

Check for vacume leaks
 
Well, sprayed Carb. cleaner around the new mounts and found a spot where the engine dropped in Revs when sprayed in that spot. Must not have cleaned the manifold good enough before putting on. Going to try to tighten them some, and will try a gasket sealer for a quick fix.
