My $0.02 would be that it isn't worth the cost if over-boring and new plus size pistons are possible. Lots of engines use replaceable wet sleeves (which I presume you are not talking about) and many industrial engines have liners by design (again not what you are thinking?). So, if it is a traditional iron block and you ream out a new bore to the point where an insert fits you may change the heat dissipation characteristics and make hot spots or weak spots in the block. As far as machine shop cost for boring, it depends on how much they do. I was charged $200 for changing 83mm sleeves to 86mm because it took several passes on their machine. It is simpler on the TR to use the large bore kits.
