Emission control question

I was looking under the hood at this "spare" hose coming out of the absorption canister - the one that should go out to the carbs, split, and connect up to a little metal tube on the float chamber lids, but it doesn't. Looking in the manual it looks like there should be some kind of metal pipe fitting going from the float tanks around to the back of the engine, where it will connect to the hose.

So the question is - is it a problem or will it influence my car's performance if...

a) There is no connection between the canister and the two float chambers

b) The hose to the canister is open - it's not plugged off

c) The little metal tubes on the float chambers aren't plugged - just open
