I've was thinking about this today, and as the DVLA are a bunch of workshy oiks they are shut on the weekend... so I thought I'd ask here and see if anyone knows the answer:
If you get an old midget and build a Westfield XI replica, the engine is used, and therefore when registered it is classed as the manufacture year of the engine. Likewise, if you put a new engine in an old midget, the Midget keeps the registration year.
So if you got a new Heritage shell, and a new engine, would they consider it to be a brand new car? I've noticed that all the parts are available for Spridgets and I reckon you could build an entire car from new parts for around ÂŁ15k ($30K). I assume that if you did this, you'd need to put the car through SVA, but the thought of a '57' plate Sprite is something to ponder...
