TR2/3/3A Downdraft tube......

It is bolted.
 
I used some sealant - probably Aviation Form-a-Gasket. Mine wasn't loose but I doubted it was tight enough to seal w/o help.
 
The fit into the block should be fairly snug. Spread the splits until it is. But, that's not enough to hold it, so there is also a brace that runs over to a pan bolt (which is extra long). I forget the transition offhand, but some engines had a flat brace and a spacer (to clear the lip of the pan), while others had a twisted brace and no spacer.

I used a little Permatex Aviation on the tube, last time I installed one. That joint does get wet with oil on hard turns.
 
As Randall says, the splits should be apart to be tight in the hole in the block. The problem with dripping oil occurs via those splits if you don't use a sealant.
