On my 63 Tr4 there is a steel channel on the frame of the door opening. Should this be there?

Yes that is the stock set-up for the TR4. They used two pieces of weather strips. One fit in that channel and the second one fits over a raised metal area inboard of the channel. The later TR6 weather strip incorporated both of those into one piece that only fits over the raised protrusion and does NOT use the channel.
