David - Alabama doesn't do titles for cars older than '75....the registration for those cars is their title...however, to change one of those cars from one owner to the other, the new owner has to take his bill of sale from the old owner & the old owner's registration to the title office where they issue a new registration to the new owner
Illinois (& all the oter states) accept that registration & a bill of sale from the old owner (oops, forgot: notarized bill of sale) when issuing a title in the new state....
...this is the first time I've ever heard of a state not accepting the paperwork - & I think down the road it'll all come through for Janel....heck, Alabama even checked the Illinois books for me & said there would be no problem...the title office even gave me a letter for Janel to present to her licensing office with a phone number whenre they could call in Alabama to verify the vehicle ownership validity.
..Heck, even Canada accepts my paperwork when changing title.
