Disrributor Drive and Rotor???

If the distributor drive is in the correct position as shown on Fig. B.4 of the factory manuel (Series AN5) should the rotor be pointed toward the 2 O'clock position? Looks like the off-set is toward the top.

How can you be sure that the distributor is seated all the way in?

Those offsets are very close, too close to tell by looking sometimes.
But yes, with the drive in as per the book, slots at about 2:00 & 8:00,
The rotor, should be pointing to #1 plug wire on the cap. Or about 2:00 as you said.
To get the distributor to drop in all the way, loosen the 2 bolts on the mounting clamp and the clamping nut, make sure the clamp is opened up and not bent from 50 years of over tightening. it will almost drop fully in 180 out but will only fully drop in in the correct position. Now tighten the mounting clamp bolts and snug up the clamp pinch bolt leaving it a bit loose until the final timing has been set, then tighten it but do not crank it so tight as to bend the clamp.
 
Or so tight as to crack the dizzy.
