GT6 Dialing in SU Carbs

I have a rebuilt set of 240Z SU carbs on a rebuilt GT6 engine and I'm having a tough time dialing them in. The guy who did the carbs put a nice large mixture adjustment wheel on the bottom of the carbs, but I can't seem to get any performance change when I move the wheel. I put a Colortune on and can't get the flame to change colors. Any ideas here?
 
For me, that usually seems to indicate some other problem, like valve lash too tight or ignition timing off.
 
Did you disconnect the throttle and choke linkages prior to adjusting the wheel? Do you have a picture of this adjusting wheel installed?
