Should run on a single cab in fact, after all there is a balance pipe between them on the manifold. Mine will run on either carb. Not great and not slow but will run good enough to drive a bit.

I would say clean the fuel bowl and line and valve and such on the rear carb. Then make sure the float is adjusted correctly. Has to be it if the bowl is not full or toped up.

The rear seems to not be getting gas. The supply hose might be clogged or the valve stuck. Pretty much like Jack says. The oil in the carb isn't necessary for starting, it's an acceleration enrichment. Make sure the choke is working. Make sure that both carbs open when you depress the gas pedal.

Otherwise, check all the spark plugs. Pull them out and connect the wires to the plugs. Leave them on top the engine while turning it over and you should see spark in every spark plug. This checks the wires also. It's not good enough to have spark to the distributor cap. It needs to go to the plugs also.
