TR4/4A Dash Pad

Pardon me for this stupid question but it's been close to 20 years since I took it apart and I've got a senior moment.
When one is installing the dash pad, does it go under the windshield frame rubber?
Put another way, does the sandwich start on the bottom with the metal dash, dash pad slid under the rubber, tonneau clip, windsheild frame hole, chrome attachment plate, chrome washer and all held down with the chrome bolt on top?

Yep, the first thing to go on is the dash pad...everything else after that.
