How much oil should the rockers be getting,I just had a complete rebuild on my 1500. We have 60 psi at the pump but no oil to the rockers. Is this normal? You would think there should be 60 psi to the head oil gallery.
 
It's been a while (since I worked on a spit), 80spit, but is it possible that you have mixed up the rocker pedestals? One of them is drilled for an oil passage and it must go in the proper place, over an oil passage in the head, for oil to get to the rockers. If you (or anyone) reassembled the rocker arm assembly it’s possible to mix them up. I think the rocker shaft needs to be oriented properly as well.
 
Also the head gasket can obstuct oil passages on some cars (not sure if this is applicable to Spits) and should be checked. Remove rocker assembly and use a bright light and/or piece of wire to see if there's any obstruction in the passageway. If there is an obstruction and it's at the depth of the head thickness, it's possible a hole in the gasket isn't lined up correctly, or wasn't punched.
