TR2/3/3A Crank pulley question

I've discovered a problem with the alignment of the three pulleys on my TR-3A. It's a long story, so let me start with the easy question.

The crank pulley comes in two pieces. One is thick and the other thin. What little I can find on that pulley indicates that the thick section should be mounted forward. Is that correct?

Other guys might chime in here, but I think that they are always not 100 per cent aligned. I've have 3 that all have a slight offset in alignment...I run with them that way...

The front half definitely has more offset than the back.
 
Thanks for the confirmation as to the orientation of the two halves. I'm about to pull that apron to see why the pulleys are not properly aligned.
