Cotter Pin question

So, I have a castellated nut and the cotter pin is broken at both ends. it's also pretty gummed up - any thoughts for removing it other than a drill (not great access)

In this case I usually just unscrew the nut and tap the cotter bits out with a 6 penny nail or some such.
