computer file search?

Back in the olden days when my computers ran on kerosene, there were DOS programs that allowed you to search a hard drive for bits and pieces of deleted files.

Is there such an animal I can use for a WinXP machine using FAT32 or NTSF?

File was deleted, then recycle bin was emptied. I know that doesn't really erase the data unless you wipe the disk. I'm just looking for a "disk scanner" that lets me type in a unique word that I know is in the file, and then searches for the file bits and tries to reconstruct the file.

Edit: the file was an Outlook Express email. Email was deleted, then the Deleted folder was later emptied.
