Cold start/Choke?

When my 73 TR6 is warmed up it runs great; pulls strong, no misfires, no smoke, no hesitations etc. I recently adjusted and balanced the air and fuel and seemed to get the correct responses as according to the manuals and the great write-up of Nelson Riedel on the Buckeye website.
I think I'm missing something however.Starting from cold is a problem. Of course it will start, but pulling the choke knob doesn't seem to have any effect on the engine speed. I think more fuel is being let in as evidenced by the puff of smoke I get when cold (stinky too), but there is no corresponding increase in engine speed. I have set the fast run screws as directed, but the choke cams don't seem to move the throttle as much as it should (thereby not allowing increased airflow, but making it very rich). Am I missing something obvious? Moving parts don't seem to be worn and the fast idle screw does contact the choke cam, it just doesn't seem to do anything. Any suggestions?
 
Yes. Cam moves full range, but has little impact when it hits the fast idle screw. I think I have it adjusted properly? Cam actually contacts screw before the sharp angle on the cam. You can feel this when you pull out the choke as the fast idle screw hits the flat spot (making the pulling of the choke knob less than smooth), before sliding nicely on the curved part of the cam.
 
On my 73 TR6 I just set the small screws that bear on the choke cam by feel rather than using the manual recommended drill sizes.
I just set it so that the 2 carbs are fairly even and the RPM at full choke initial start is about 2000rpm
After about 5 seconds I can push it part way (about 1/3) in to move it off the high idle but still leaving it "choked" until it runs proper
