Cold Case - Robert and Natilee ???

Think it was an accident? I think it was an accident that she fell in the water, but did Robert extend himself on trying to fish her out? Why didn't the captain do something, as he's now blaming Robert for the delay in rescue. Makes no difference who owns the boat, the captain has the final say. Might be putting himself in a fix by opening up this case. I wonder what he's after??
