TR2/3/3A Clutch and brake pedal assembly problem

I'm working to assembly the clutch and brake pedals into the shaft cover. I can't seem to get the pedals to fit into the slot. Each pedal has what I think is a nylon seal that should fit into the slot.

Feeling pretty stupid that I can;t get it to fit together.
Any ideas or suggestions?

Shortly after this post I got things to fit - it was a matter of being more aggressive. Had I waited a bit more, all would be fine.

There's no nylon in the TR3 assembly. Each pedal should have a washer that should be loose, but is often frozen. A bronze bushing goes inside each pedal, and the single shaft through that. Once the pedals are on the shaft, with the washers inward, the whole thing slides into the pedal box. Finally, there is a plate that goes over each of the ends, fitting into the pedal washers and held with bolts on either end of the shaft.

Ike, Are you having trouble getting the pedals into the assembly? when I put the pedal assembly together I was surprised at how much force was needed to push the pedals into place. Once they pop into place they rotate freely.
