Weber side-draft (DCOE) only responds to extensive massaging of the head and works best on full-race engines.
Weber downdraft (DGAV, DGAS, DGAwhatever) works OK but is picky about temperature, elevation, humidity, barometric pressure, etc. Tuning is a pain compared to the SUs but there you have it. Manifold is a major problem as the right angle plenum is a major source of low-end bog... I had to turn the idle up and advance the distributor to lose it (but now it idles at 950 rpm... major bummer).
Dual SUs really are the bees knees on these rigs. In good condition and properly set-up and adjusted they are the only decent answer. As you have the sad little Z-S you will have to either pony up for new ones (Burlen Fuel Systems has whole kit for good price as they are the manufacturer) or get a set on e-bay and have them rebuilt. Both the early HS4 and the later HIF4 work very well.
Spend the money on getting them massaged (especially proper needle and throttle spindle/bushes) You will be very much happier.
Also, even though it is heavy, the stock early exhaust manifold is very efficient. Get one on e-bay (heck, I have 4 extras) complete with the down-pipe unless you are planning on a new stainless exhaust (in which case the down-pipe will be included with the exhaust).
