Can Wrinkled Paint be Smoothed???

I have a spot, about the size of a half-dollar, where the PO allowed brake fluid, or something similar, to sit on the paint. It’s got large wrinkles, like a magnified, or exaggerated, orange peel. It’s the original paint, with one overspray. Is this a condition that can be “smoothed” out, either by myself, or a professional?
