Can someone tell me what these are?

I have a 1960 Bugeye. Can someone tell me what these are and where they go? When I removed parts from my car, I was careful to put them in baggies, label them, and included a small sketch. Unfortunately, mice got into the box and shredded the paper. All I could see on the bag was the word "steering". Any help would greatly be appreciated.

Shims. The look like steering column mount shims, but I'm not sure.

not true - in 1967 they went back in time and inserted them on the assembly line for the previous years.
