TR6 Bypass valve adjustment

Turn the bypass valve screw CLOCKWISE until the engine speed increases to 2000 - 2500 RPM indicating that the valve is floating. Per instructions, Turning of screw has no effect on speed . Bypass valve was rebuilt with kit from MOSS any ideals??
 
When you say the moss kit, was that the kit that contained the TBV diaphragm or the kit that just contained the TBV gaskets ?
And, how many turns of the adjustment screw are you able to make from fully clockwise to fully counterclockwise ?
