TR4/4A Burned Wires Under the Dash

My signal flasher wouldn't work, so I wiggled the wires and it started working. I crawled into the driver's footwell (gosh that hurt in so many places) and saw that the green and green/brown wires had been taped by a prior owner following some really bad burning and melting of the insulating sheath.

I am now replacing, soldering and re-wrapping the the two bad wires and the harness in that area, but can anyone tell me what I should first check, and how, to be sure there still isn't some kind of short there?

I forget the process for checking for short circuits.
 
All fixed but I'd surely like to know how they were burned to begin with--shorting out the flasher? Wires somehow touching each other? Why only the turn signal wires burned? Oh we'll . . .
