bugeye hood hinge

I'm working on a 1960 bugeye sprite and got it totally stripped all but two things. the hood hinges. i took the lock bolt off but cannot figure out how to get out the one that holds in the bolt in. I've tried to heat it up with a torch but it was still as tight. both of them are this way. I've also tried WD-40 but that didn't do any good.

anyone know the trick to getting these off?
 
I believe there is a lock nut and the bolt is screwed into a welded nut. Most of the time they tend to sieze inside the hinge. Use liquid wrench or some other oil, WD is silicone and doesn't work well. Work the hinge by hand until you think the bolt is free from the hinge. You can feel the head of the bolt turning when moving the hinge when it's siezed.
 
Thanks for the help spritenut. we took the torch and heated up the cylinder the bolt goes though on the hinge and after liberally spraying PB Blaster and useing a lead hammer we were able to drive the bolt out.
