Hi Bob,
If the diaphram has a leak, fuel will likely get into the crankcase.
A simple check is to block the inlet, apply vacuum to the outlet & see if it holds vacuum. If it doesn't, the diaphram is leaking. Another check is to apply vacuum to the inlet with the outlet open. If the pump valves are leaking, it won't hold vacuum. The first test will determine if it's the diaphram, the second test will show if the valves are leaking.
If you don't have one, hand operated vacuum - pressure testers such as Mity-Vac are readily available.
