Body work and filler

As I move forward with metal replacement and dent removal in preparation for the "dip, strip, and E-coat" I have a question regarding body filler and skim coats. Once the Bugeye comes back it will be E-coated in an epoxy and ready for paint, but I know some filler will be required. That said, filler normally needs to be applied to bare metal, never over paint or primer. I understand that epoxy primer or epoxy E-coat is different and can be used under filler, but see a lot of disagreement on the web. What do the expert bodywork guys on this forum think?

I've never had a problem with filler over epoxy primer or e-coat (if it won't rub off with lacquer thinner) Some of it is pushing 2 decades of outside storage.
 
If you put the filler on within 3-4 days you don't need to do any prep to the surfacer that was applied. After that you need to scuff E Coat or Epoxy with some 180 grit, but it adheres fine.
